I know this is a long shot, but the front of this just just reminded me of the 2160 vase with the little scrolls. Doesn't feel right, but had to ask.

I agree that the base doesn't look right and I've never seen anything with those funny feet Very Happy

It's probably from the same era as the 2160 which was the 1980's.
