The base tells me that it is not Crown Lynn Risa.
Crown Lynn has professional, clean and pretty feet
Also I've never seen this shape before, which makes me question who made it when I first saw it

Yes you're right, I should have known. The feet are a give away, must be hobby ceramics. I have a trinket box with the same base stilts "tri-dots" marking and untidy filing. The clay isn't as white as Crown Lynn vases. Still in love with the pattern and as quoted by someone else, nice to display and fondle.

This looks to me like a Diana Pottery poinsettia vase without the hand painted decoration. Googling "diana pottery poinsettia" bought up a pinterest photo of one that looks like the identical shape with the flower painted.
