Could be titian, they also made a seal with a beach ball on the nose, very rare not many balls left on the noses. May have been part of the same series.

This is from Cameron Brown's collection peters, so it's definitely Titian.

Just adding to clarify that this is the Polar Bear that Cameron Brown Snr made for the Auckland Zoo along with other animals.
These were made during the Titian Studio era when they were at Henderson.
