Yes I would definitely think so, because of the colours used, the lines cut through the colours and especially the foot ring which is like a maker's mark. The only thing I haven't seen before are the vertical cut lines through the coloured slip.

Haselnuss I would be pretty much certain this is Steenstra. My contact from Royal Oak/Salisbury has some very similar. An excellent find.
