I have asked this question many times without any success.

I do remember an article in some publication reporting that a government official told Tom Clark that it was not to continue. Tom thought it was ok, as he had a British passport.
He used it as a ploy to fool Mrs Housewife into thinking they were buying British made crockery.

If anyone comes across this article please let me know.

This listing on Trade Me shows that British on the stamp was used at least from 1953/54.
