Is this Crown Lynn???

I've picked up this item - it looks like either a fancy picture frame (would you cut and stick a round picture in it?) or is it a fancy posy vase (poke the stems either through the top hole or lower slot, and fill the back with water)?

Can Anyone identify it?

About 19cm diameter
It has no stamp or makers mark;
there is an imprinted number, which could be 142 on the back of the vase portion.

I am willing to cede it might not be CL, but even if someone can point me to another brand, that's cool ....
