I'd say it is a castware piece from one of the Orzel brands.
I see similar glaze on pieces in both Orzel and Adelaar galleries.
The texture under the glaze is usually found on Aquila pieces.
Note the fettling of the footring which is entirely consistent with Orzel practice.
The fettling and the inside say castware to me.
