Royal Oak Children's Wall Plaque

I saw this at the Crown Lynn Collector's Market yesterday and asked if I could take photos, as they had just won it in the raffle.
It has a Royal Oak sticker on the base, but there are no numbers, so I have no idea who made it. My guess is that it is from the 1940's or early 1950's.
