I have a Catherine Anselmi railway cup also signed similarly to  this.

It is not "Kelly", it is "Keely".

Mine has "Keely '91", plus Crown Lynn stamp, plus Catherine Anselmi stamp.
It is a very busy base but the handwriting is nevertheless clear and unambiguous, unlike this example.

The two "e"s are identical looped shapes and the "l" is just a slash with no loop.
